Blur Tool

You can use the Blur tool to blur parts of a photograph.

For example, you can blur a scar.

In the options bar for the tool, you can also change the blending mode from Normal to Lighten.

Blending Mode?

At the top of the layers stack, look for the unlabeled Blending Mode box.

It's to the left of the Opacity box.

If you're new to blending modes, go to Blending Modes.

By using the Lighten blending mode, you can blur, and lighten, at the same time.
