Resampling changes the number of pixels in a photograph.
You can add or subtract pixels.
This tutorial explains resampling.

You can add pixels—upsampling.
Upsampling is also called interpolation.
For example, if you cropped a photograph, you may need to add pixels to make a quality print.
You can subtract pixels—downsampling.

Likewise, a large file in an e-mail takes a long time to send and open.
You can subtract pixels to make a file smaller for web pages and e-mails.
