Photoshop Elements: Split Toning, Tips: Passage of Time & Organize Your Photographs (Revised)
You'll need to move the image of your photograph up-and-down, and from side-to-side.
If you need to move the image a great distance, use the scroll bars.
Click on a bar, hold, and drag.
You can use the Hand tool to move the image shorter distances.
Do the following.
1) Make sure the photograph is enlarged.
2) Press and hold the space bar.
3) Click on the photograph, hold, and drag.
You can also select the Hand tool in Tools, or press h.
Press Page Up and Page Down to move by a little less than a screen-full of the image.
To go to the left and right, add Ctrl to the above commands.
Press Ctrl + Page Up and Ctrl + Page Down.
Press Ctrl + k to move up by a little less than a screen-full of the image.
Press Ctrl + L to move down by a little less than a screen-full of the image.
To go to the left and right, add Cmd to the above commands.
To go to the left and right, press Cmd + Ctrl + k and Cmd + Ctrl + L.
Press Home to go to the upper-left corner.
Press End to go to the lower-right corner.
Press Ctrl + a to go to the upper-left corner.
Press Ctrl + d to go to the lower-right corner.

You use the Move tool to move "smaller things" around a photograph.
Smaller things includes parts of a photograph and text.
You don't use the Move tool to move the entire image of the photograph, except when you're moving a photograph into the Layers panel (Layers palette) of another photograph.
