For most operations in Photoshop Elements, you want to use the default foreground and background colors.
They're black and white.

If the boxes in the lower-left corner of your screen aren't black (top box) and white (bottom box), do the following.
Press d, or click the tiny black-and-white boxes icon.
If the colors are reversed, press x, or click the tiny double-arrow icon.
The colors will switch positions.
