If you have difficulty opening raw files in Photoshop Elements, go to Unable to open camera raw file in Photoshop or Photoshop Elements.
You probably have to download and install the latest version of the Adobe raw converter.

Or, while online and using Photoshop Elements, go to Help > Updates.
Version 5.6 is the latest.

Check for updates for three reasons.
If you purchased Photoshop Elements on disc, it may not be the most up-to-date version.
To find out which version of Photoshop Elements you have, go to Help > About Photoshop Elements.
If you purchased a newly released upgrade of Photoshop Elements, an update may follow to fix bugs.
Adobe updates the Adobe Camera Raw and DNG Converter periodically.
To see which version is installed on Photoshop Elements, go to the Full Edit Section.
Then, go to Help > About Plug-in > Camera Raw.
1) Close Photoshop Elements.
2) Go to the Adobe website: Downloads - Photoshop Elements for Windows.
3) Download the latest camera raw update to My Download Files (XP), Download (Vista), or Downloads (Windows 7).
4) Go to the above location of the download, and look for Camera_Raw_5_x.zip.
5) Open Camera_Raw_5_x.zip.
The file is a zip file.
It contains the file you need.
If you can't open the zip file, download WinZip, which has a free trial period, or download PKZIP.
Inside the zip folder, you'll see a file called Camera Raw.8bi.
Leave the window open.
6) Go to My Computer (XP) or Computer (Vista & Windows 7).
7) Navigate using the path below.
If you can't find the folders below on your computer, go to Hidden Files & Folders.
C: > Program Files > Adobe > Photoshop Elements > Plug-Ins > File Formats
8) In the File Formats folder, you'll see the existing camera raw plug-in.
Change the name of this existing file.
For example, you can add _old to its name.
Camera Raw_old.8bi
If there's something wrong with the new version, delete the new version.
Then, use the old file after changing its name back to its original name.
You now have two windows open: the zip file and the File Formats folder.
9) Copy the new camera raw plug-in file into the File Formats folder.
10) Close the two windows.
11) Restart Photoshop Elements.
1) Close Photoshop Elements.
2) Go to the Adobe website: Downloads - Photoshop Elements for Macintosh.
3) Download the latest camera raw update to your Desktop.
4) Go to your Desktop and look for Camera_Raw_5_x.dmg.
5) Open Camera_Raw_5_x.dmg.
Inside, you'll see a file called Camera Raw.plugin.
Leave the window open.
6) Open Finder, and navigate using this path:
Applications > Adobe Photoshop Elements> Plug-Ins > FileFormats.
7) In the FileFormats folder, you'll see the existing camera raw plug-in: Camera Raw.plugin
Change the name of this existing file.
For example, you can add _old to its name.
Camera Raw_old.plugin.
If there's something wrong with the new version, delete the new version.
Then, use the old file after changing its name back to its original name.
You now have two windows open: the dmg folder and the FileFormats folder.
8) Copy the new camera raw plug-in file into the FileFormats folder.
9) Close the two windows.
10) Restart Photoshop Elements.
