If you're having difficulty installing Photoshop Elements, try the following.
Photoshop Elements 8.0 requires a Muliticore Intel Processor, which your Mac Mini may not have.
To check which processor your Mac computer has, do the following.
1) Open Finder.
2) In the Apple menu, select About This Mac.
3) Look at the Processor line to see which kind of processor is in your Mac.
Before installing software, close all other programs, including fire wall and anti-virus programs.
Sometimes the installer doesn't launch.
Locate installer.exe on the installation disc, and double click it.
• Write down the exact wording of any error messages.
• Have the serial number for the program.
Go to Serial Numbers.
Call your computer manufacturer, especially if you paid for a support plan.

You don't need to uninstall previous versions of Photoshop Elements.
However, if you did, a file that wasn't removed properly can create installation problems.
Use the Windows Installer CleanUp Utility.
If you're experiencing problems with the Organizer, go to Organizer Problems.
If you have difficulty opening raw files in Photoshop Elements, go to Unable to open camera raw file in Photoshop or Photoshop Elements.
Also, for the download links and how to install the latest version of the Adobe Raw Converter, go to Updates.
